Bradley Defeats Stephen In 1st District Race

See Complete ResultsThe race was close throughout the night, and with 79 percent of precincts reporting, Bradley led Stephen 51 to 46 percent. Stephen conceded the race at about 10:40 p.m.

Bradley will now have a rematch with Democratic U.S. Rep. Carol Shea-Porter. He lost his congressional seat to Shea-Porter in 2006, but he said he will better represent New Hampshire."I stand for the values that New Hampshire believes," Bradley said. "We're not a state that believes in the largest tax increase in the nation's history, especially at a time that the economy's struggling.Bradley said his top priority will be energy policy.Stephen conceded the race before news organizations had called it."I wish that I had the chance to make this race a contrast between myself and Carol Shea-Porter, but it was not meant to be. I'm so proud of the race we ran," Stephen told supporters in Manchester.

He called Bradley and wished him luck.The campaign between the two was heated, with Bradley and Stephen exchanging negative television ads. Stephen accused Bradley of running from his record in Congress and called him a major part of increased federal spending.Bradley accused Stephen of mismanaging DHHS and instituting policies that led to increased property taxes.Both accused the other of running misleading or erroneous ads.

Rounding out the primary field were David Jarvis, 39, of Hooksett, and Geoff Michael, 56, of Merrimack. Shea-Porter 55, of Rochester, narrowly upset Bradley in 2006 during a national flood of anti-war, anti-Republican sentiment. Libertarian Robert Kingsbury of Laconia will also be on the November ballot. Jerry Boucher, a 58-year-old software engineer from Manchester, voted for Bradley. "I think he was good when he was in Congress," he said.

But others picked Stephen as a fresh face who will help change Congress. Connie Elliott, 60, a child care director in Manchester, was one. "He seems to have a level head in thinking about middle-to-lower class people who are working hard and trying to save," she said. Bradley, who spent 12 years in the state Legislature before winning the congressional seat, was criticized by Stephen for voting against proposals to open the Alaska wildlife refuge to oil drilling.

Bradley said times have changed and he now supports the drilling. Stephen has been criticized by county officials for shortchanging nursing homes, leaving property taxpayers to pick up the state-required payments.
